Full Form of OBC: Other Backward Class
OBC Full Form is Other Backward Class. OBC refers to a term used by the government of India for the purpose of classifying castes that are socially and educationally disadvantaged. OBC is part of the official classifications of the Indian population, along with programmed castes (abbreviated as SC) and programmed tribes (abbreviated as ST). CBOs reportedly make up 52 percent of the country’s population according to the Mandal Commission. The National Sample Survey Organization (abbreviated NSSO) reported that the number dropped to 41 percent in 2006.
The Constitution of India recognizes CBOs as those belonging to the backward classes from an educational and social point of view and it is obligatory for the Government of India to ensure their educational and social development, for example, through reserves of 27 percent in higher education and employment in the public sector. The list of CBOs maintained by the Ministry of Social Justice and Empowerment is dynamic in which castes and communities are eliminated and added according to economic, social and educational factors. An RTI inquiry showed that in 2015, despite the reserve provision, only 12 percent of CBOs were employed under it.
As of 2015, it was discovered that many educational institutes were not properly using the funds provided for OBC’s student reservation policy and are instead channeling them into infrastructure works. Until 1985, issues related to CBOs were dealt with by the Backward Class Cell under the Ministry of the Interior; however, with the establishment of the Ministry of Social Justice and Empowerment, issues were transferred to the domain of the latter. There are welfare institutions established for CBOs under the government of India.
