Full Form of PWD : Public Works Department, or Department of Public Works
PWD Full Form is the Department of Public Works. PWD is a department that has the responsibility to take care of public sector works in India. Almost all countries have their own disabled people at the state level and sometimes also at the city level. Key responsibilities include urban development, maintenance and construction of public premises, etc.
PWD also undertakes various complicated construction projects such as flyovers, highways, and other public services. Other responsibilities include Design and development of bridges and roads, Resort development, Water supply, License to use unused facades or waterways, Accommodation and property management, Water supply and sewerage, Construction of government buildings and accommodation.
In India, PWD is classified as CPWD or central department of public works and state PWD. The states that have separate PWDs are Arunachal Pradesh, Karnataka, Punjab, Utter Pradesh, Madhya Pradesh, Mizoram, Kerala, and Tamil Nadu.

For any country to prosper in trade and tourism there needs to be a good infrastructure that can facilitate smooth movements. For this, there is a need to have good roads, highways, bridges, etc. that can effortlessly connect different cities for travel and development.
Role of people with disabilities
PWD or the Department of Public Works is designated to create the aforementioned facilities for cities. It is responsible for the construction of roads, bridges and maintenance of National Highways. In addition to this, the PWD is responsible for the construction and maintenance of government-owned buildings and hospitals. Tourism being an important source of economy in the country, the PWD makes arrangements for the tourist’s stay in the government’s Rest Houses. They are equipped with the basic amenities to make the traveler’s stay comfortable.
With the increase in vehicular traffic and the need to travel to different states for work or other reasons, having a free-flowing highway without congestion is extremely essential. This brought the need for bridges over rivers and overpasses inland so that people would find it easy to travel from one place to another without much trouble. Another important role the PWD plays is ensuring that there is an adequate water supply for the masses. This can be achieved by building dams and canals to channel the water supply. Our country receives enough rain in some parts, while certain areas face famine. Proper water distribution to all areas helps address this problem.

The Department of Public Works is both state and central. At the central level, it is known as the Central Department of Public Works. It is led by the Director-General, who is also the Technical Advisor to the Government. To help you, there are regional and sub-regional heads, namely special DGs and additional DGs, respectively. There are chief engineers dealing with the zones in all the state capitals. CPWD depends on the Ministry of Urban Development. The duty of these people is to plan and commission different civil projects throughout the country.
The projects undertaken by the Department of Public Works are extensive and therefore need to designate outside contractors to carry out the works. However, there is a contractor selection process and it is done through sealed floating bids for projects. This ensures that there is no favoritism and that a deserving contractor receives the project that can be executed in certain lakhs or crores. Before any project is started, it must be sanctioned by the Government and a survey must be carried out to plan the work. Consequently, they work on the budget and then appoint the contractor. CPWD is the agency responsible for the specific work of the Central Government of planning, repair, maintenance and construction of buildings and other works that are financed through the Civil Works Budget.
Classification; PWD Work Execution
PWD’s work falls into three categories: original work, repairs, and minor work.
“Original works” denote new construction projects and alterations or additions to prepared works, as well as any specific repairs to newly acquired or previously purchased or discarded works.
The “repairs” indicate the actions taken to restore the buildings and works in proper condition. Repairs can be of two types: annual repairs and special repairs. Annual repairs are jobs like color painting, whitening, or patching. These activities are carried out only annually.
A special repair is required when any damage is noticed and needs to be rectified, such as repairing the floor, changing broken doors or windows, plastering the premises, etc. This should be done when the problem arises or when notice is received from supervisors.
“Minor works” refers to expenses incurred for minor alterations or additions to residential / non-residential buildings or expenses on various items necessary for road works.
After receiving the request for a particular work to be done, a preliminary work plan should be drawn up on the basis of which a preliminary estimate can be prepared to determine the cost of the project. It is then submitted for administrative approval by the requesting authority. Before any project can be started, it must meet these requirements:
1- Get administrative approval
2- Get the spending budget sanction
3- Get technical consent
4- Allocation or reallocation of funds
Other works by PWD
In addition to building roads, bridges, and overpasses, PWD also undertakes construction projects for residential and non-residential government buildings, hospitals, air terminals, etc. CPWD was instrumental in preparing the various stadiums for the Commonwealth games, the Asian games, etc. It is the responsibility of the PWD to ensure the supply of water to rural and urban areas. They maintain state and national highways and conduct highway construction and development at the district and state level. PWD also builds ports and terminals to facilitate the transportation of goods. The Department of Public Works is the key entity responsible for generating development changes in a state/country.
